The ideal solution for this case is the GridFree installation with solar panels, Micro-Inverters and current relay. The Government can put tax on commercial installations, but it cannot put tax or fee on self-consumption. The GridFree does not need any permit or license from  the Government:

Please see attached GridFree-schema.

You will need following products for example for 1,4 kW system.

The installation is very easy. Each Micro-Inverter is directly installed and connected to the each solar panel. Cables between Micro-Inverters are included and simply connected together.Current relay switch off the Micro-Inverters when the consumption of the house is lower then power from Micro-Inverters.

Please see attached Connection-schema.

System is divided by 3 Micro-Inverters with 2 current relays so the switching of should be solved in two steps:

1)      Consumption of the house lower then 1380 W

2)      Consumption of the house lower then 690 W
